Touro Bouligny Neighborhood Organizations

The Touro Bouligny neighborhood has two organizations that are chartered to maintain and protect the neighborhood’s residential character, the heritage and the architectural distinctiveness and provide security services throughout the community.
Touro Bouligny Neighborhood Association The neighborhood association, Touro Bouligny, was incorporated in 1984 as a non-profit under section 501(c)3 of the Internal Code of 1954 or the corresponding provision of any future U.S. Internal Revenue Code. The charge of this association is to maintain and protect the neighborhood’s residential character, the heritage and the architectural distinctiveness. The association sponsors the Night-Out-Against Crime block party each August, has a competition for residential and commercial holiday decorations in December with awards, plans to include a competition for the best in horticultural gardening, and issues an occasional newsletter of neighborhood issues and items of interest. Also a major focus of association activity is zoning; proposed demolitions, conditional uses, and change to zoning classifications. A board of 14 serve voluntarily and are selected from the Touro Bouligny community; these may be property owners or renters and are approved at a general neighborhood meeting.
Touro Bouligny Security District The security organization is the Touro Bouligny Security District that was established by state legislation in 2005 and voted on in 2006 by the registered voters that reside in the Touro Bouligny community. The security district is by law a political subdivision of the state and is served by a board of 9 of which 8 are appointed plus the President of the Touro Bouligny Association. Appointments are made by the Office of Mayor (1), Councilperson of District B (1), State Senator for this area (1), State representative for this area (1), and Touro Bouligny Association (4). All board members are sworn in under oath and receive a formal designation of commissioner from the Secretary of State – Louisiana and are subject to the State of Louisiana Code of Ethics. All board members, by law, must be residents of the security district. Presently all members are also resident property owners of the security district.
The sole purpose of the security district is to provide security services for the community. This includes full 24-hour, 7 days a week vehicle security patrol though-out the neighborhood, and a foot patrol on Magazine Street each Saturday. Services provided include response to residential and commercial facility alarms, a frequent check of individual properties at request of resident when the owner is away and property is not occupied, request of resident for patrol to see that the resident arrives safely at residence especially when arriving at a late hour, and response to any resident who calls in cases of suspicious activity in the vicinity.
